“I do not like this sudden interest at this time. You will try and ascertain what has peaked their interest and report back as soon as possible.”
“Hai.”
“In the meantime, do not take any direct action against them. It might give focus to their attention.”
“Hai.”
“Now. You will begin preparations for our attacks to take place this Saturday night. For the moment, coordinate them to take place at twenty-two hundred hours.”
“Hai. And the signal to the submarine?”
“I will see to that,” Toshi said.
“Hai.”
The meeting was over. Saito stood, bowed, and took three steps back. Then he turned and left the room, leaving Toshi sitting at the table.
He took the decoded message and, flipping open his lighter, lit a corner of the paper. He watched as the fire quickly spread up the sheet, then dropped it on the table. When the flame extinguished, he picked up the black remains and crushed them to dust.
Soon it will be over and he would return to Japan a hero, he thought. A hero and another promotion. He could see himself now, holding an important office at the command level and enjoying life at court.
But first he had to ensure the success of this operation. And the only possible risk to his ambitions were two American agents. He reached for the phone and dialed.
During his briefing in Tokyo prior to being sent to Panama, he was told that the German Abwehr had established a cell in Panama operating on the Atlantic side. He was given a coded list with a phone number, a name, and the identifying phrases. He had used the number only once before to alert the resident agent of his arrival.
“Hello?” said the voice on the other end after the third ring.
“How is the weather there today?” Toshi asked, saying the phrase that would identify him to the German agent in Gatun on the Atlantic side of the Canal.
“Fine. And you?” came the proper reply. Toshi noted that the speaker had absolutely no trace of an accent.
“I have received confirmation orders from Tokyo to begin our attack on the Canal. However, a situation has arisen that may be of concern.”
“Ya. I have also received a signal from Germany on this. I am to assist as needed.”
“Good. I need information on two American agents working this area?” Toshi said without any further discussion.
“Names?”
“I do not have names. However, I believe one of these agents is with the Corps of Intelligence Police.”
“I know that man. His name is Paul Jarvis. He is to be considered dangerous.”
“Anything else? Do you know why he is here?”
“No. I will make inquires and report back to you,” the speaker said.
“How soon?”
“It will take me a couple of hours. Call me then,” he said.
He hung up the phone and sat back. Soon the world will know the power of the new empire. Soon the Red Sun will fly triumphant over many conquered lands and he will be seated among the leaders.
Three hours later, he was back at the safe house in the small windowless room.
